While it was very uncommon for an Xbox 360 game to be region free, the opposite can be said for PlayStation 3 titles.
ATLUS and ATLUS USA copped plenty of flak back in 2012 when they announced that due to near simultaneous Japanese / North American release dates, and the decision to include dual-audio and dual-language in Persona 4 Arena, that they would be region locking the PlayStation 3 edition of Persona 4 Arena. Especially considering a more-than six month wait for the European release of the game, there were many unhappy fans. With ATLUS USA soon to launch Persona 4 Arena Ultimax and the company not making a statement on the issue, fans were justified in being concerned that the publisher would do the same again.
Fortunately, ATLUS USA have made the simple statement in a recent press release which clears up everything:
Persona 4 Arena Ultimax Will NOT Be Region Locked for North and South America
