While there is a strong chance we will never see Ever 17 in the English market and due to region restrictions, many people won’t be able to enjoy this title – you can still enjoy the opening sequence and but hope a company is bold to take the initiative to release titles like this to the English market (On a related topic – Umineko no Naku Koro ni for English Market!)
Technically, it was already released to the English market back when it was just in PC form. Not sure if anyone wants to localize this again though.
