Through the large Phantasy Star fan-website PSO World, it has been hinted that SEGA will be momentarily announcing their plans to bring Phantasy Star Online 2 English localized to US and PAL audiences in early 2013. The following are extracts from the press release that they had acquired:

Phantasy Star Online 2 was officially launched in Japan only a short while ago for the PC, with a Playstation Vita and mobile device release planned for the near future. Unlike its predecessor Phantasy Star Universe which involved a B2P single player mode with P2P online service (Which the PS2 and PC servers for shut down a fair while ago and XBox360 servers to shut down shortly), Phantasy Star Online 2 is a free to play game with some cash-shop elements.
